A problem with the default
fund list was corrected. This is an important change, since this list is used
for naming funds and files when converting ASCII files.

1) The datafeed for the
Schedule of Expenditures of Federal Awards (SEFA) has been changed to include
the CFDA number instead of the federal program code ("K code") as in the past.

all clients this week.

Program Intent Code 31, High School Allotment, was added to

The paragraph in the notes, new in 2009, under the OPEB section
regarding the prescription drug plan has been changed to correct a typographical
error. The paragraph now correctly ends with a period instead of a comma. This
change causes that line to no longer spread across the page in the OfficeWork
module.

UPDATE (Version 20.3 dated 11/20/09)
The government-wide statement of net assets, Exhibit A-1, has been
changed to flag the user that asset object code 1430, Premium and Discount on
Issuance of Bonds, is no longer valid for 2009 and should be reclassified to
liability object code 2516, Premium and Discount on Issuance of Bonds. Object
2516 is carried on the statement of net assets under the "Due in more than one
year" line. Amounts under object 1430 generate an error when submitting the
client's data feed file to TEA.

The ASCII file conversion process has been changed to place the
year 2010 in the name of federal special revenue funds instead of 2000 when the

The 9/23/09 change (see below) has been reversed and the original,
one-line "Taxes Receivable, Net" presentation has been restored. While both
presentations are allowed by GAAP and the TEA, two AuditWare user firms
responded that they prefer the one-line presentation and disclosing the
allowance for losses in the notes, since they are geared for that and the
current CAFR examples also use the one-line approach.

UPDATE (Version 20.2 dated 9/30/09)
1) The SEFA schedule has been revised to honor the new setting
under the Individual Fund category of settings for omitting a fund from the SEFA.
As in the past, fund 240 is automatically omitted, since it historically has
been entered in FieldWork input for the SEFA (GoTo, Input, Other Input).
2) When performing FieldWork input for the SEFA (under GoTo, Input, Other
Input), the edit screen now includes a line for "Cash or Non-cash Assistance."

The governmental balance sheet (Exhibit C-1) has been changed to
split out the line which previously read "Taxes Receivables, Net" into two lines
reading "Delinquent Property Taxes Receivable" and "Allowance for Uncollectible
Taxes (Credit)."

A further problem with the indirect cost schedule associated with
the last (9/2/09) update has been corrected. The function 99 amount is now being
reported in the body of the schedule and not just in Note A.

UPDATE (Version 20.2 dated 9/2/09)
1) The routines have been revised for creating the indirect cost
schedule to properly capture the amount of function 99 reported in Note A.
Previously that amount was reported as the amount reported on the schedule for
object 6213, assuming that all such amounts would be function 99. An update of
the AuditWare Engine dated today or later is also required. For clients which are in
process when this update is installed, it may also be necessary to resave the fund(s) which include function 99 amounts for this update to be effective. The
associated data feed was also revised. Thanks to Robert Lake, CPA of Rutherford
Taylor & Co., Greenville, TX for catching the need for this change.
2) The footnotes have been changed to provide a GASB 24 disclosure about the
on-behalf Medicare Part D subsidy payments on the OPEB tab and in the

well as to the datafeed.
3) Both of these changes were in response to an email received from Paul Moreno
of the TEA on 7/14/09. There is still a question about whether to add a line to
exhibit a-1 or report that amount under "Due in more than one year" as is
presently done. He is to provide clarification.

1) The ASCII file conversion process for files produced by
Pentamation software has been changed to add a Yes/No menu as to whether the
file contains commas in each record between the account codes and the dollar
amounts (i.e. xxxxxxxxxxxx,xxxxxx,xxxxx,xxxxx) or whether it is a standard
non-limited file. Historically, Pentamation files have been delimited with
commas (which AuditWare removes), but last year some of the Pentamation files
were non-delimited and required extra AuditWare support to convert them. This
year, you can select "View a few lines of the file" before starting the
conversion so you will know how to answer the question.
2) The ASCII file conversion process for files produced by RSCCC software has
been changed to omit sorting the file. If you receive a file which is unsorted,
select "Use ASCII Utilities" from the ASCII Master menu to sort it. Remember
that the file name must be 8 characters or less to sort it or you will receive
an error message.

The notes to the financial statements were revised to implement
GASB 45, OPEB disclosures. A new section entitled "Retiree Health Care Plan" has
been added, along with 9 associated lines in the questionnaire where dollar
amounts will be entered. We also renamed the existing "Health Care Coverage"
note to "Employee Health Care Coverage" to distinguish it from the new note. We
have recently learned that the Texas Education Agency is asking all schools,
regardless of size, to implement those disclosures this year. See
AuditWare News this date for more
information. An AuditWare Engine with a version date of 11/7/08 or later is also
required.

The Pension Plan section of the notes to the financial statements
revised to change the percentage of covered payroll contributed by the state of

1) Update 13 of the TEA's Resource Guide is implemented with this
change. The changes, which are relatively minor, include revisions in the titles
of several funds and in the definitions of several object codes.

schedule has been updated per the March, 2008 version of the OMB's A-133
Compliance Supplement.

UPDATE (Version 18.2 dated 12/28/07)
The menu for the Control I (Interpret Codes) Quick Key used in a
trial balance to define account codes now includes an option for viewing a
complete definition list of Organization codes.Only the "View-All" option
(viewing a complete list of all possible organization codes) is currently
available, but later the ability to define the codes in the trial balance
(scratch pad) will also be available. A version of the AuditWare Engine dated
today or later should also be installed to use this feature..

The ASCII file conversion process has been revised to add a new
item to the Operational Settings menu. The new item, number 6, allows the user
to change the field length settings for the dollar amounts in the ASCII file in
a more user-friendly manner than before. Changing the field lengths for the
actual, final budget and original budget previously required use of the "custom
format" screen.

1) When dealing with Pentamation files, AuditWare will automatically recognize
and combine files named AUDITGEN.TXT, AUDITREV.TXT and AUDITEXP.TXT. Previously,
only LEAGEN.TXT, LEAREV.TXT and LEAEXP.TXT were recognized.
2) Separate layouts have been established for the file types Prologic and CIMS
and the CIMS layout now provides for a field length of 14 in the dollar amount
columns rather than 12.
3) An AuditWare Engine dated today or later must also be installed.

capacity to deal with extremely large files (usually those which a great number
of zero balance accounts) by breaking the accounts into groups of 7500 or fewer
accounts during processing (the "Read It" routine was changed).

default value of the setting "Maximum number of records to read when mapping the
file" from 40,000 to 90,000 records to accommodate larger districts who include
inactive (zero balance) accounts in the ASCII file and thereby unnaturally
inflate the number of records. This setting is a part of "Operational Settings"
accessed from the ASCII Master menu.

The ASCII file conversion process has been revised as follows:
1) When a file with a long file name (longer than 8 characters) is used, the
user is now warned that the file cannot be sorted, instead of generating an
error message. The problem of long file names is avoided entirely if you allow
AuditWare to "copy the file from another location," since it is then
automatically renamed to the county-district number.
2) Projects with a fiscal year digit of 7 are now identified on the fund list as
"2007" instead of "1997." This change is cosmetic only, since that designation
on the fund list is not used in creation of the audit report. Thanks to Roy
Salinas of Oscar Gonzales, CPA in Pharr, Texas for catching this. Today's update
of the AuditWare Engine changes "1997" to "2007" on the fund list.

Two new "K Codes" have been supplied to us by the TEA and have now
been incorporated into the AuditWare program. They are associated with CFDA
numbers 84.938 and 93,276. K Codes and are used for the SEFA section of the data
feed file (for Exhibit K-1).

The ASCII file conversion process has been revised to add an EDPro
file type. EDPro is the new Windows-based software EDP is converting to across
the State. When EDP/EDPro is selected as the file type, the user is now asked
which it is. For the EDPro selection to work, the district must have elected not
to have "account punctuation" included in the file. This "punctuation" places
dashes between the sections of the account code. Other selections which the
district should select include fixed length (not comma delimited),
physical decimal (not implied), minus signs (not overpunched), balances only
(not debits and credits). Some of these items can be overcome by using
"operational settings," but it is simpler if the file is created right to begin
with. Files with "punctuation" cannot be converted unless the file is e-mailed
to AuditWare for removal of that punctuation.

final line of the ASCII file from being occasionally omitted. The change
involved removing a line from the READIT routine.

This change implements GASB Statement No. 44 for the Audit I.S.D.
product and adds all
new schedules (tables) for the statistical section of a comprehensive annual
financial report (CAFR) An update of the AuditWare Engine dated 9/5/06 or later
is required as well. The old (pre-44) tables will still be a part of all audit
reports dated prior to 2006. Several optional and alternative schedules are
provided as well but are inactive by default (they must be activated by the
user). Note that there are now two possible section dividers within AuditWare
for the statistical section. One serves as a verbal overview of the section,
lists and explains the five objectives of the section (based on GASB 44) and
provides the page number on which each of the five subsections begins. See also

Exhibit L-1, the Schedule of Required Responses to School First
Indicators, has been revised to add a fifth question. The new question is "What
was the total accumulated accretion on capital appreciation bonds included in
the government-wide financial statements at fiscal year-end?" While we
understand that this "indicator" will not be used as a formal part of the system
until the 2006-2007 school year, TEA has decided to request the information this
year. Schedule L-1 is required to be a part of the datafeed and PDF electronic
submissions of the annual audit report.

1) The AuditWare program year has been changed from 2005 to 2006
and a new password established.
2) The wording of two financial statement captions have been changed to bring
them into line with the wording preferred by the GFOA when determining financial
statement awards. All instances of "Operating Transfers" have been changed to
"Transfers" and all instances of "Deferred Revenue" have been changed to
"Unearned Revenue."

16.1 dated 1/10/06)
The process of creating a PEIMS submission file has been changed in
regard to the creation of the list of shared service arrangement expenditures by
participant (the 033 record). When the setting "Does the client service as the
fiscal agent of a Shared Service Arrangement?" is set for No but the fiscal
agent input is provided for the PEIMS file, the user is now prompted as to that
fact with a message which explains that the input will be omitted unless the
setting is changed and the file re-created.

The process of creating a PEIMS submission file has been changed in
regard to the creation of the list of shared service arrangement expenditures by
participant (the 033 record). When a participant's county-district number begins
with a zero, such as 042901, the leading zero is no longer omitted, as in 42901.

A PEIMS file may now be created from a client's AuditWare data.
This is the initial version of a major new AuditWare feature. It may be accessed
by going to the OfficeWork module and selecting UTILITIES, then "Create a PEIMS
file." This initial version includes the ability to generate the 032 record
(actual) and the 033 record (SSA expenditures). A Later version will add the
ability to generate the three organizational records (010, 011 and 020).

Sixteen new federal programs were added to the list of TEA federal
program codes used in the SEFA schedule (Exhibit K-1) and the GASB data feed
electronic submission. These have been supplied to us by the TEA. Also, the
latest Excel file supplied by the TEA is now available for download from this
site's Downloads page in the "Documents
for Download" section.
