This change implements GASB Statement No. 44 for ALG and adds all
new schedules (tables) for the statistical section of a comprehensive annual
financial report (CAFR) An update of the AuditWare Engine dated 9/5/06 or later
is required as well. The old (pre-44) tables will still be a part of all audit
reports dated prior to 2006. Several optional and alternative schedules are
provided as well but are inactive by default (they must be activated by the
user). Note that there are now two possible section dividers within AuditWare
for the statistical section. One serves as a verbal overview of the section,
lists and explains the five objectives of the section (based on GASB 44) and
provides the page number on which each of the five subsections begins. See also

1) The AuditWare program year has been changed from 2005 to 2006
and a new password established.
2) The wording of two financial statement captions have been changed to bring
them into line with the wording preferred by the GFOA when determining financial
statement awards. All instances of "Operating Transfers" have been changed to
"Transfers" and all instances of "Deferred Revenue" have been changed to
"Unearned Revenue." These changes were made only to the default financial
statement setups, the ones which are in place when you first begin setting up a
client in AuditWare. For clients which have already been set up or are in the
process, these changes must be made by the AuditWare user.

The default financial statement setup for proprietary operating statements
and budget comparisons has been revised. The lines which capture net assets now
use EQ instead of AS-LI. AS-LI (assets minus liabilities) works to capture
ending equity when dealing with actual but not when dealing with the budget,
such as on budgetary comparison schedules, since there are typically no assets
or liabilities budgeted.

1) When capturing object code definitions from the file, only the accounts

names, class abbreviations and other editing which may have taken place. The
Engine must also be updated to get this message.
3) The City of Conroe, Texas has been added to the File Type menu.

the "custom" setup screen you are now prompted as to whether you want to print
your setup, and 2) When certain funds found in the ASCII file are omitted from

fund list, a list of those fund numbers is now provided and you are asked
whether you want to continue.

A utility has been added to the ASCII file conversion menu which allows the user
to "pad" certain records in the ASCII file with one or more zeros
based on a user-specified test of each record. From the "ASCII Master"
menu, select "Use ASCII Utilities" and you will see the new utility as
number 6 on the list. The utility is useful for INCODE files, for instance,
which include the department code for expenditure records but omit it for other
records. "Padding" the other records by inserting zeros in the
department code position and removing the same number of characters elsewhere
causes all records to "line up" vertically as all ASCII files with
fixed-length fields should.

The notes to the financial statements for the new reporting model are now
active. As with the old model, you must access the input for the notes in the
FieldWork module (go to, input, other input) at least once before the notes can
be created in the OfficeWork module. If the notes don't show up as a selection
when you select Create, Documents, Marked, go to Settings and activate that
document.

Under the new reporting model a change was made in the fund type of discretely
presented component units to facilitate their handling when computing the change

individual object code definitions. It can be used to set default entries for

data into AuditWare has been changed to omit the need to include a two-character
class code in the file. The "Custom ASCII Requirements" exhibit of the

exhibit has been expanded to be more descriptive.

A setting has been added to the ASCII file conversion process called "Stop
mapping the file after how many records?" to handle ASCII files which
contain no "end-of-file" marker. The default setting is 50,000
records, which may be changed by selecting # 4 from the ASCII Master Menu,
"View or change operational settings."

The statistical tables which are part of the CAFR add-in have been moved from
being a part of the AuditWare Engine to being included with individual products.
This is related to the fact that these tables now reflect functions for a school
district in the TSD, CSD and CSN products, while still reflecting those of a
city in the ALG product.
ALG UPDATED (Version 5.2 dated
9/7/02)
This update activates the ability to switch to and from the new reporting model
in the ALG product. Downloading and installing the AuditWare Engine is also
required to get the entire change. The first time you access the new reporting
model your financial statement setups from the old model are copied into the new
model and used as the "starting place" for the new model setups. Then
they are revised as needed by the user. Your setup for the Assets section of the
General Purpose Balance Sheet in the old model, for instance, is saved as the
Assets section of the government-wide Statement of Net Assets. Your setups for
the old model are not disturbed by this process, since different file names are
used (S-GPA is saved as N-SNA in this case). Initially, you will not be able to
"Run the Current Client" until you either finish the setups for the
new model or mark them as finished. This is no different from the old model.
Note that you can select UTILITIES from the chart of accounts menu, then
"Mark a setup as finished" to mark all setups as finished even when
they are not, allowing you to access other parts of the AuditWare program.

While some of these changes actually are in the AuditWare Engine
updated today, they are listed here because they relate primarily to use of the
ALG product. With this update, both the engine and product must be downloaded
and installed.
1) A new "FD" (fund) column now is included in the "Individual Function Code Definitions" setup. This allows you to define a function (department) code differently for different funds and also facilitates use of the "SAGS" column in this situation. Also, it is no longer necessary to enter all classes if any are entered in the "CLASS" column (normally, classes are not needed at all in this setup).
2) New financial statement ("Exhibit") setups are now available for proprietary combining and individual fund balance sheets. Select "ACTIVATION" from the Setup menu to activate them if desired. These new setups allow you to classify these balance sheets differently than those used for non-proprietary funds.
3) The maximum number of lines which will display and print in a FieldWork "Statement" report (GO_TO, REPORTS, STATEMENT) has been increased from 400 to 595 to accommodate unusually long individual fund statements.
4) A technical problem has been corrected associated with ASCII file conversion.

UPDATED (Version 3.2e dated 11/24/00)
"Incode Custom" and "Lubbock County" have been
added to the "File Type" list on the ASCII Master menu. When selecting
"Incode Custom," you must select it initially, then customize it
further on the "custom layout" screen which will appear.
Incode files, when requested in AuditWare layout, have the following layout: fund 3 digits, account code 15 digits, account description 40 characters, actual 15 digits, amended budget 15 digits and original budget 15 digits. It is the "account code" which must be customized since Incode users may use some or all of those 15 digits in any way or sequence they like. Also, dashes are often used to separate the sections of the account code (function/department, object, etc.) and you must "skip" those dashes.
For Lubbock County, an Incode user, the layout is 0000-000-00 (object, function and organization). The 5th and 9th positions are skipped, as well as the remaining 4 digits of the 15 character field. For Incode Custom we have assumed the following layout: 00-0000 (function and object), with the dash and remaining 8 characters skipped.

correct existing statements, change the number in the left-hand column to 1 through 7 for
assets and 8 through 15 for liabilities in all sections. If some rows have already been
deleted in the exhibit, decrease all numbers greater than six by one, (7 becomes 6, 8
becomes 7, etc).

1) The Investment Trust Fund type has been added to the initial fund
selection list when creating new funds. It was previously available only as a "change

1) Three new "classes" are now available, Retained Earnings (EA),
Residual Equity Transfers In (ETI) and Residual Equity Transfers Out (ETO). These new
classes may be used in trial balances as well as in the setups for financial statements.
Chapter 8 of the on-line user manual has been updated accordingly; 2) The optional general
setups "Individual Object code definitions" and "Individual Function code
definitions" are now active by default when you start a new client; 3) The combining
trust and agency (T&A) balance sheet is now inactive unless the T&A column of the
combined balance sheet (Exhibit A-1) includes multiple fund types, rather than multiple
funds. So as not to disrupt the page numbers of reports in the final stages of
preparation, this feature is not immediately active. Select FieldWork Utility number 1 to
activate it, if desired, for reports in progress. This prevents the activation of this
exhibit, for instance, when you have two agency funds but no trust funds.

(ALG) UPDATED (Version 2.2, 9/28/99)
Changes include: 1) The ASCII file conversion for ALG has undergone a major enhancement
rewrite. By using the "Custom" file type selection, fields may be identified in
any order, fields may be skipped and it is no longer required to include the
"Class." Also, a "Hidalgo County Format" file type has been added to
the menu; 2) An "N" has been changed to a "Y" in the "Deposits
and Investments" section of the Notes to the Financial Statements, just above the
heading "Change in Investment Accounting Policy." This prevents two paragraphs
from inadvertently being merged into one when the client has no investments and is not
implementing GASB 31 for the first time. If you have already started your notes input for
a client, you may make this change yourself by going to the section in FieldWork and
typing a Y in cell B111.
AISD, ALG AND ENGINE UPDATED

Updates of Audit I.S.D., AuditWare for Local Governments and the AuditWare Engine were
posted on the web site today (see Downloads under Software). This Audit I.S.D.
version (10.1) is being mailed by diskette along with a printed user manual to all users
who have paid their 1999 renewal fee. it is compatible to run on the same computers
with the ALG product and also allows downloads of future updates from this web site.
The ALG update (Version 2.1A) involves relatively minor changes (placing dates on
each section of the FieldWork notes file and including expenditure object codes in GFOA
default setup files). The AuditWare Engine update perfects the use of specified
account groups in the chart of accounts setups for ALG users and provides a number of
other changes for both products.
AUDITWARE FOR LOCAL GOVERNMENTS AND
ENGINE UPDATED (7/15/99)
Version 2.1 of AuditWare for Local Governments was posted on the web site today, along
with an update of the AuditWare Engine. The major new features include the ability
to use "Specified Account Groups," not just minimum and maximum account codes,
when setting up the chart of accounts and a new automated Required Supplementary
Information (RSI) section of the audit report, including Year 2000 disclosures as
RSI. Both the AuditWare Engine and ALG product file must be downloaded..

ASCII files using the "ALG Standard Format."
